These are 2-dimensional bar codes, developed and widely-used in Japan, designed to be ‘read’ by mobile phone software.

The information is an encoded URL, which can be interpreted by free software available for most mobile phones. When you take a picture with a smartphone, it will launch the phone browser and redirect to the programmed URL.

The name derives from ‘Quick Response’ code, as the content can be decoded at very high speeds.
